TORO and Driver Check: What Your Employer Sees on a Limited Licence

If you drive for work, there is a fair chance your boss can check your licence online. Two free NZ Transport Agency Waka Kotahi tools do the job: TORO and Driver Check. If you are on a Limited Licence, or applying for one, you should know exactly what they show.

What is TORO?

TORO stands for Transport Organisation Register Online. It is a free NZTA service for transport service licence (TSL) holders, such as trucking, courier and passenger companies. It helps them make sure only properly licensed drivers are driving their company vehicles [1].

What is Driver Check?

Driver Check is the same idea for companies that do not hold a TSL. Any business with drivers can apply to use it [2][3]. If your employer is a builder, a sparky or a service company with a fleet of utes, Driver Check is the one they are likely to use.

Both tools look up the Driver Licence Register. Only New Zealand licences are on it [4].

Your employer needs your consent first

Your employer cannot look you up without your say so. Each driver must sign a consent form before the company checks their licence or adds them to its driver list [3]. NZTA also says the company must meet the Privacy Act 2020 when it collects and uses that information [1].

If you leave the job, withdraw your consent, or the consent period ends, the company must take you off its Driver Check list [4].

What your employer sees

A check shows [1][4]:

  • your licence status, for example current, suspended, disqualified or limited
  • the licence classes and endorsements you hold
  • any conditions on your licence

The company can also keep a list of its drivers and get automatic emails when a driver's licence status changes [4].

What a Limited Licence looks like on Driver Check

NZTA's own Driver Check guide lists Limited as a licence status. It means the person must drive according to the special conditions in their court order [4].

The same guide lists licence condition G: "Must carry Limited Licence and court order while driving" [4]. That matches NZTA's general rule for Limited Licence holders. You get a pink photo licence in the mail, and you must carry it and your court order whenever you drive and follow every condition in the order [5].

So if your employer runs a check, they will see that you are on a Limited Licence. Do not try to hide it. It is far better that they hear it from you first.

Alerts your employer can get

TORO can notify a TSL holder when [1]:

  • a driver's licence status changes
  • a condition is added or changes
  • NZTA has sent the driver a warning letter for 50 or more active demerit points
  • the driver is due for a demerit suspension at 100 or more active demerit points

NZTA updates its systems overnight and sends notifications the next day. When Police suspend or disqualify a driver, the register is updated once Police tell NZTA, so that alert can come a little later [4].

In plain terms, if you are heading towards a suspension, a TORO operator may know about it from NZTA.

What this means for your Limited Licence application

Your employer is a big part of most work based applications. They usually confirm what driving your job really involves. If they already check licences through TORO or Driver Check, they will expect you to be upfront.

  • Tell them early. Say what happened, how long you are off the road, and that you are applying for a Limited Licence. See how to tell your employer.
  • Get the details right. The days, hours, routes and vehicles in your application should match the job your employer describes.
  • Stick to the order. Once you have a Limited Licence, drive only within its conditions. Your employer can see your status, and Police can stop you at any time.
  • Never drive while suspended. Not even if your boss says it is fine. Here is what driving while suspended can cost you, and how number plate cameras flag disqualified drivers.
